The aim of this survey was to study the relation between the publicly sponsored training of adults at skillcentres and the local markets which they serve. Two skillcentres were studied in detail, at Stoke-on-Trent and at Dundee. A survey was conducted of the men who completed courses at either skillcentre over a three-year period, and this was followed by a survey of the employers who had hired those same men to work with the skills to which they had been introduced.

In the employers survey, those employers in Stoke who employed only one employee were reduced by one sixth
