Abstract

The purpose of this study was to investigate the impact of the HVPU reform on the living conditions of the disabled. The project consisted of recording the living conditions of the mentally handicapped before and after the reform. Personal interviews were conducted with predominantly close relatives of former institutional residents (HVPU committee) in 1989 and 1994 and home residents in 1991. The HVPU committee was 18-67 years old in 1989, and lived in a full-time institution in Sør-Trøndelag, Nord-Trøndelag or Møre og Romsdal. In 1989, the net sample consisted of 591 persons, in 1994 the net sample was 550 persons. The Residential Committee was 0-67 years in 1991, and included all those who did not have full-time employment in the HVPU in 1989-1990. In 1991, the net sample was 716 persons, and in 1994 641 persons.
