Abstract

The project objective was to investigate HVPU reform consequences for handicapped persons' living conditions. The project consisted of the registration of living conditions before and after the implementation of the reform. Personal interviews were conducted with persons close to former residents of institutions (HVPU Committee) in 1989 and 1994 and persons living at home in 1991 and 1994.

Selection: HVPU selection: Aged 18-67 in 1989 and lived in a 24-hour institution in South Trøndelag, Nord-Trondelag or More og Romsdal. The pool was the population of people who were moving to the municipality in the same region, and was based on HVPUs register. Home Residents Committee: Aged 0-67 years in 1991, and included everyone who did not have 24-hour places in HVPU in 1989-1990. The selectopm was equal to the population in 53 municipalities in 10 counties. The selection was based on records compiled by local authorities in connection with the measures imposed by plans for each disabled person in connection with the HVPU reform.
