Abstract

Work package 4 of the TROPICO project studies innovative practices of internal collaboration for policy design and examines the emergence and nature of such practices in governments across Europe (Belgium, Denmark, Estonia, France, Germany, Hungary, Netherlands, Norway, Spain, and United Kingdom). The academic expert survey was conducted among social scientists, legal scholars, historians, and economists to measure the variation of (1) actor constellations and capabilities (such as actor's salience) and (2) collaboration means for policy design, including the relevance of ICT tools therein. Survey questions address the nature and impact of ICT on collaboration in the ministerial bureaucracy, e.g. on the degree of formal and informal exchange or the participation of external actors, as well as the policy analytical capacity of government officials. Further questions refer to the role and capability of various agencies in policy formulation processes.
