Abstract

Work Package 3 of the TROPICO project aims at explaining what drives public servants' willingness to collaborate with the private sector in Belgium, Estonia, Germany, Norway and Spain. That was done through a series of discrete choice experiments in which realistic scenarios of collaboration with the private sector was manipulated. In the discrete choice experiments, civil servants from Belgian, Estonian, German, Norwegian and Spanish municipalities were asked to choose, between two for-profit enterprises, the one that should become the new collector of bulky waste. The for-profit enterprises were described in terms of price and environmental, innovative and social criteria. The questionnaire also required civil servants to give information on the way bulky waste is collected in their municipality, their attitudes towards public procurement as well as their socio-demographics.
