Abstract

This report was written on behalf of the Ministry of Health and Care Services, and it is a result of a collaboration between The Norwegian Directorate of Health, OsloMet and Innland Norway University of Applied Sciences. The report will present an overall picture of the population self-reported health skills, including digital health skills, skills in navigating the healthcare system, and skills in communicating with healthcare personnel. Data has been collected from a random and representative sample of 6,000 people (part I). This selection forms the basis for this report (report part I). In addition, data is collected from five selected immigrant groups with people who have the following citizenship and/or place of birth: Pakistan, Poland, Somalia, Turkey or Vietnam (part II). The main aim of the HLS19 survey is to provide an empirical basis for knowledge-based policy development within areas that the health skills strategy designates as particularly challenging.
