Abstract
At the establishment of the Norwegian Business and Regional Development Fund (SND), emphasis was placed on developing a goal- and result-reporting system that could help the new institution develop in a unified manner. After thorough work, a system was implemented in 1994 that would measure both effects, activity, and productivity. This system basically covered all the measures SND administered. For each vintage, a pre-survey is conducted one year after the service was provided, in addition to a post-survey four years later. For the measure year 2001, Nordlandsforskning conducted an evaluation survey in 2002, in addition to a post-survey in 2005.
The survey covers the following areas:
1. General information about the project seeking support
2. Actors and factors of significance for the initiation/implementation of the project
3. Distinguishing between SND-financed and self-financed projects
4. The significance of SND for the project
5. Status and expectations for the project/initiative/establishment
6. Perceptions of SND's guidance
7. The company's situation in relation to others in the same industry
8. The company's goals and other operations
9. Development of networks and collaborative relationships
10. Facts/background about the company
11. Questions related to the signed IFU/OFU contract
SND measures are divided into various measure groups. These include low-risk loans, nationwide risk loans, district-oriented risk loans, nationwide development grants, district development grants, start-up grants, OFU/IFU, basic financing for the fishing fleet, loans for agriculture, and rural development funds. The survey was sent to companies based on the measure group they belong to.
