The object of the research is to increase knowledge of the determinants of rural progress, specifically the sources of recent increases in agriculture production, the barriers to further such increase, and the possibilities for overcoming the barriers and raising agricultural output still further.

The questionnaire administered to the ten-cell leaders sought information about their knowledge of and relation to political and administrative leaders, characteristics of members in the ten-cell unit, activity of the ten-cell unit and the leaders participation in various organisations
The questionnaire administered to employees of public and political institutions was designed to obtain information about internal cooperation and organisational aspects of the institutions involved.
