The concept of Living conditions derived from a public research and assessment project called Level of Living Survey, initiated by the Norwegian government in the early 70's. Until 1995, this type of research was conducted approximately with 3-4 years intervals, to determine the actual living conditions of different population groups and provide data and knowledge about the living conditions as a basis for public policy.
