City Service Surveys

City services have been studied since 1983. The surveys, conducted by the Association of Finnish Cities, and since 1993 by Efektia and Efeko (nowadays FCG Finnish Consulting Group), canvass citizens' attitudes towards municipal services and administration. The datasets are to a large extent comparable.

Abstract

The survey canvassed the citizens' views on the present state of city government and public services. The respondents' satisfaction with their housing conditions and neighbourhood was queried, as well as which factors affected their choice of residential area. Some questions revolved around child day care and schooling, and others measured satisfaction with and use of municipal health care services. The development of elderly care services was also charted. In view of leisure services, the respondents were asked how many times they had used various services in their municipality of residence or in other municipalities, and whether they thought the range of leisure services was sufficient. They also rated their municipality's Internet site and telephone services. In addition, the respondents' views on the current state of affairs in their municipality of residence were surveyed, as well as the municipal services the respondents had used within the past year. Some questions focused on information services. The respondents were provided with a set of attitudinal statements, and they also indicated whether they had faced serious difficulties in their everyday lives and whether they had received help to solve them. In addition, they were asked whether they were going to move from their municipality of residence and where to, how safe they considered their residential area to be, and how worried they were about different crimes in their municipality of residence. Finally, the respondents were asked questions about everyday physical activity, as well as fitness training in leisure time activities and on the way to work or school. Background variables included the respondent's gender, age, municipality of residence, household composition, education, region of residence, occupation, and number of children.
