The safeguarded individual microdata samples consist of a random sample of 5% of person records from Census 2021 for England and Wales. By design, all the ONS safeguarded samples include different sets of people. The sample contains 3,021,611 persons. The Census 2021 microdata samples include data from the total England and Wales population, which includes: 'usual' residents, non-UK born short-term residents staying 3 to 12 months, and students living at an alternative address during term-time

Data storage and access are limited to the UK and countries that the UK deemed to have an adequate level of data protection as follows: European Economic Area countries, Andorra, Argentina, Faroe Islands, Gibraltar, Guernsey, Israel, Isle of Man, Jersey, New Zealand, Republic of Korea, Switzerland and Uruguay.
Access requests from users not in the above categories and commercial use of data require approval from the data depositor or their nominee. Commitments have been made to those who have provided data in response to the Census, in order to ensure those commitments are kept we may not be able to provide access to safeguarded Census data from some locations.
