To assess the views of a sample of university students and a sample of parents of university students towards the present scheme of financing students' maintenance costs (means-tested grant) as compared with alternative schemes (universal grants, loans, or loan/grant mixture).

A) Bath students: all 2nd and 3rd year undergraduates registering in October 1978 were included in the sample.
B) Exeter students: a quota sample of 1:15 with inter-related controls for sex and UGC subjects was drawn.
D) Exeter parents: every 7th address in the alphabetical Exeter University list was sampled.
C) Bath parents: parents of all 2nd and 3rd year students were sampled.
