Statistics Norway started in 1991 a series of surveys on culture and media on behalf of the Norwegian Council of Culture, Ministry of Culture and the Research Council. The surveys were restored on the initiative including from the coordinating committee for cultural statistics, such as the Norwegian Council for Cultural Affairs has taken the initiative and how NRC is represented. The information is collected using a questionnaire four times a year.
