The sample consisted of persons who were in the age 18-89 years during the election years 1999 and 2003, who are living and have suffrage in Norway. In addition to Norwegian citizens, that includes Nordic citizens residing in Norway since the 31st of May 1999. Non-Norwegian citizens who are enrolled in the national register, who have been living in Norway over the last three years before the election day, as well as citizens in another Nordic country who have been enrolled in the national register and have been living in Norway since 30. June in the election year have suffrage as well as Norwegian citizens.
