Sampling procedure
The universe of this study is divided into four parts:
1. Multi-stage stratified random sample (ADM mastersample)
of people in West Germany (without West Berlin). This
sample contains 1088 respondents with a response ratio of
48.8%.
2. Supplementary sample of a group of ´environmentalists´
who were randomly selected from the address book ´Buerger
im Umweltschutz´ {citizens in environmental protection} at
the Ministry for the Environment (1979). This sample
contains 98 people who are active members of environmental
organizations (response ratio 21.9%).
3. Supplementary ´industrial´ sample. Selection of industry
representatives from the index of ´Leitende Maenner der
Wirtschaft´ {leading men of the economy} from 1979. It was
possible to interview 130 people from this group with a
response ratio of 32.5%.
4. Supplementary sample ´politicians´. A survey was conducted
among people in high positions in environmental policy-making
in national administration. 102 people participated in this
survey with a response ratio of 25.5%.
