Abstract

This is a project that was carried through by SSB on assignment from the Department of Political Science at the University of Oslo. The aim of the survey was to illuminate the relationships between individuals and their municipality. The municipality is the primary producer of a variety of services that people use on a day to day basis and is thereby an interesting object to study in order to map out relationships between citizens and the government. The survey grasps three sides of individual relations to the municipality - the individual as consumer, payer and citizen. The survey from 1993 is the first of two surveys on this theme. The data collection was carried through in two phases, in which the first phase was telephone interviews and the second phase was by postal questionnaires. Variables 1-122, except for interview technical variables and register variables, are from the telephone interview part of the survey while variables 123-353 are from the postal part.
