Abstract
The project "Public Administration and Personnel Policy, 1988" consists of two subprojects. The first part of the study aimed to describe management within the state apparatus. In the second part of the project the survey were sent out to government organizations in the same businesses, and union representatives were now asked to respond to the questionnaire.
