Abstract

The project "Qualitative Interview Study of Students and Staff at Norwegian Universities and Colleges on Government Surveillance" has mapped the legal framework that exists and is under development in Norway, Finland and the United Kingdom with regard to police intelligence and investigative activities online. The project identified how the parties to the debate on online surveillance articulate and justify their positions. As a third entry, the project will study people's behavior online, what perceptions they have of risk, what expectations they have of privacy and protection, and their perceptions of online police surveillance. Students and staff at Norwegian universities and colleges were interviewed about their knowledge of and attitudes towards the authorities' online monitoring. The participants do not have the topic as their primary research or study field and the informants represent educational institutions throughout Norway.
