Abstract

The main objective was to investigate the consequences of the hierarchical accountability principle and the boundary between policy and administration that the Municipal Act draws up. The project would map the changes in the processes concerning the formulation and implementation of municipal policies, investigate the extent to which the boundary between politics and administration has influenced politician roles and the parties' way of working, and look at the effects of the hierarchical principle of responsibility on governance in the administration and for The way the administration can be put to democratic responsibility.
