Abstract

The study objective is to contribute to the understanding of how systems for crisis management and rescue work facing real events. Using reports, media reports and interviews the managerial organization of rescue services during the rescue operation at Utøya on 22 July 2011 is described. Similarities and differences between formal and informal organization are analyzed by mapping the flow of information between personnel in leadership roles and other key personnel at the scene.
