Abstract
In the spring of 2004, Fami (Centre for studies of poverty, minimum security and social integration), which is a collaboration between Fafo and NOVA, won a tender, issued by the Norwegian Directorate for Health and Social Affairs, to evaluate the project "The collaboration project - fewer evictions". Axel West Pedersen from NOVA was the project leader for the evaluation.
The collaborative project that was evaluated aimed to reduce the number of petitions for eviction from housing and actual evictions in the three inner-east districts of Oslo (Gamle Oslo, Grünerløkka and Sagene). The project period was two years (2004 and 2005).
In the evaluation, FAMI was to study to what extent and in what way the Collaboration Project was able to achieve its objectives. Furthermore, the evaluation was to examine which characteristics of users, the project and its surroundings affected the project's ability to achieve its goals.
The evaluation consisted of a process evaluation and an impact evaluation. As a preparation for the impact evaluation, in 2004, register data was obtained from the enforcement officer in Oslo. The data was used to describe the composition of the caseload. In 2007, a new data set was obtained from the enforcement officer, which was used to identify any break in the time series of the caseload in the wake of the project.
The data set contains all petition cases with the enforcement officer in the period 1996-2004. A smaller number of variables are recorded for each case: Gender and age of the person the petition is directed at. District/social welfare office, the number of previous petitions and evictions, as well as the outcome of the case in question.
