The purpose of this study was to produce descriptive information about councillors and their attitudes to local council activities; to find out how much was known about local government by electors and how electors felt about participation in local government.

Multi-stage stratified random sample
local authority areas were stratified by type and geographical region, then ranked in descending size of electorate. Systematic sampling of lists of all councillors and aldermen who resigned or retired between 1st July, 1961 and 30th June, 1964
