(2) To analyse the impact of their election on urban expenditure patterns.
Main Topics:

Variables
The first dataset has data on all U.S. cities over 25,000 with at least 10% black. These data include information on black representation in 1970, 1972, 1975 and 1978, as well as demographic and political information on the city and its black population. Data on federal poverty programs is included and for 1978 there is information about female and Hispanic representation. The second data set is essentially a subset of the first, but with only those cities over 50,000 and 10% black included. City expenditure and revenue data for 1968-1969 and 1974-75 are included.
