Policy was seen primarily in terms of per capita spending on each of the services, though several other measures were also used. Explanatory variables were arranged in terms of a model including community needs, policy-makers' dispositions and resources in the community and the authority.<B>Main Topics</B>:<BR>Variables<br> Demographic: per cent by age groups; class; occupation and tenure of residence. Population densities for areas and households were collected.<br> Expenditure on services: welfare; children's services; public libraries; fire; police; housing; education. Information about rateable values and rate support grants was gathered.
