      <abstract xml:lang="sl">Gre za prvo izmed dveh raziskav o možnostih izboljšanja prometne ureditve v Ljubljani prek analize percepcije zgoščevalne takse. Termin zgoščevalna taksa (congestion charging) označuje različne modele razreševanja cestno-prometne preobremenitve, prek katerih se od udeležencev v prometu (navadno predvsem uporabnikov osebnih vozil) zahteva plačevanje finančnega nadomestila za uporabo določenega segmenta cestnega omrežja na danem, navadno urbanem področju. Sam koncept zgoščevalne takse izhaja iz predpostavke, da raba osebnih vozil v prometu v specifičnih okoliščinah lahko proizvaja različne negativne učinke - eksternalije, denarno nadomestilo pa v tem kontekstu deluje kot mehanizem internalizacije teh stroškov oz. kompenzacije zanje. V raziskavi smo poleg merjenja stališč, mnenj in percepcij anketirancev o možnosti uvedbe nadomestila za vstop v mesto z avtomobilom anketirance prevpraševali še po drugih ukrepih , ki naj bi bili implementirani v okviru projekta CIVITAS Elan, zlasti pa o sistemu Parkiraj in se odpelji (P + R) - parkirišča na robu mesta, prvenstveno namenjena dnevnim migrantom v mesto, ki naj bi tam pustili osebni avtomobil in pot nadaljevali s katero od drugih voznih alternativ (mestni avtobus, kolo). Poleg konkretnih vprašanj o obeh tematikah smo v vprašalnik umestili še vprašanja, s katerimi smo merili druge relevantne sociokulturne razsežnosti obeh ukrepov – od posameznih mobilnostnih preferenc (vozne navade, naklonjenost možnim usmeritvam prometne politike in podobno) do demografske strukture (izobrazba, starost, delovni status etc) anketirane populacije.</abstract><abstract xml:lang="en">This is the first of two studies that analyze the possibility of improving traffic regulation in Ljubljana based on the public perception of congestion charging. The term congestion charging denotes different models of solving road congestion, in which the road users (especially automobile users) are required to pay financial compensation for the use of a particular segment of the road network in a given, usually urban area. The very concept of congestion charging is based on the assumption that the use of personal vehicles in circulation in specific circumstances can produce different adverse effects – externalities. Monetary compensation for the use of a specific road in this context acts as a mechanism of internalization of these costs i.e. as a form of compensation for externalities. The study not only measured the views, opinions and perceptions of respondents about the possibility of introducing compensation for car entry into specific areas of the city, but also investigated the perception of other measures to be implemented within the CIVITAS Elan project, in particular the concept of park-and-ride (P + R), use of alternative modes of transport (bus, bike) and parking facilities at the edge of a town, primarily intended for the use of commuters. In addition to questions on both topics, the questionnaire also covered other relevant socio-cultural dimensions of project measures – e.g. individual mobility (driving habits, preference on transport policy etc.) and demographics (education, age, working status etc.) of population surveyed.</abstract>

        <collMode xml:lang="sl">Osebni intervju: PAPIV prvem tednu je bil po dvakrat opravljen seminar za usposabljanje anketarjev za delo na terenu. Podrobno so jim bili predstavljeni namen raziskave, metoda in potek anketiranja, optimalne strategije za odnos z anketiranci ter njihove obveznosti. Dodeljena so jim bila območja, znotraj katerih so morali pridobiti vnaprej določeno število anketirancev. Predalo se jim je tudi material za delo. Po ustreznih metodoloških standardih vzorčenja je moral anketar vzpostaviti stik s potencialnim respondentom in mu razložiti namen raziskave in strukturo vprašalnika. Anketar je bil v vmesnem času na razpolago respondentom za dodatna vprašanja in informacije glede raziskave ali vprašalnika. Na slednjih so bil na voljo tudi kontaktni podatki (tj. njegova telefonska številka ter e-mail naslov) sodelavca Centra za prostorsko sociologijo (CPS). Ta je bil za primer, da bi imel anketiranec (ali anketar) dodatna vprašanja, na voljo vsak delovni dan v tednu. Na vseh območjih se je pridobilo zahtevano število realiziranih vprašalnikov, na posameznih območjih pa je bilo zahtevano število celo preseženo. Skozi proces nadaljnje obdelave se je izkazala tudi pričakovana demografska in vnaprej načrtovana oz. predvidena mobilnostna struktura anketirancev.<concept vocab="DDI Mode of Collection" vocabURI="urn:ddi:int.ddi.cv:ModeOfCollection:4.0">Interview.FaceToFace.PAPI</concept></collMode><collMode xml:lang="en">Face-to-face interview: Paper-and-pencil (PAPI)Two training session for fieldwork interviewers were held during the first week. The purpose of the survey, the data collection method and its process, the optimal strategy for working with respondents and interviewer’s obligations were explained in detail. Interviewers were assigned to work in the areas, in which they had to carry out a certain number of interviews successfully. The survey materials were handed out to them. Working in accordance with the methodological standards, the interviewer had to get in touch with potential respondents and explain about the purpose of the survey and the structure of the questionnaire. In the meantime, the interviewer was available to respondents for answering further questions and providing additional information on the survey or the questionnaire. The contact information (a telephone number and an e-mail address) of the Centre for Spatial Sociology contact person were available in the questionnaire. That person was available on all weekdays, in case a respondent would have any additional questions. The required number of successfully realized interviews was achieved in all areas, in some even overachieved.
