A survey was initiated in order to investigate the subject matter. It was administered to all 308 LIBER university libraries in May of 2017.En arbetsgrupp fick 2015 i uppdrag av LIBER, sammanslutningen för europeiska forskningsbibliotek, att undersöka lärdomar och arbetssätt inom biblioteksservice. Man skulle särskilt identifiera nya bibliotekstjänster och bibliotekstjänster under utveckling med hjälp av olika verktyg och metoder. En enkät sjösattes som en del i arbetet att undersöka saken.
