Mit dieser Arbeit sollen die Grundlagen für einen Städtevergleich erarbeitet werden. Ausgehend von der Drogenpolitik in der Stadt Zürich soll das staatliche Handeln anhand von Massnahmen sowie Entscheidungsstrukturen von Einflussnetzwerken politischer Akteure hinterfragt werden. Das Hauptgewicht der Studie liegt auf der staatlichen Tätigkeit im Bereich der Drogenpolitik. Der zeitliche Horizont der Untersuchung reicht von Mitte der sechziger Jahre bis 1993. Die in den beiden Legislaturperioden Ende der achtziger und zu Beginn der neunziger Jahre getroffenen staatlichen Massnahmen bilden hierbei einen zentralen Ansatzpunkt. With this work, the basis for a comparison between cities is to be elaborated. Based on the drug policy in the city of Zurich, state action is to be questioned on the basis of measures and decision-making structures of influence networks of political actors. The main focus of the study is on governmental drug policy activities. The time horizon of the study ranges from the mid-sixties to 1993. The government measures taken in the two legislative periods at the end of the eighties and at the beginning of the nineties are the central starting point. Keywords: drug policy in cities.
