        <universe xml:lang="en" clusion="I">Residents aged 18 years and older living in private households in selected municipalities in Saxony, Germany, were surveyed as part of a site-based evaluation of risk communication measures. The study focused on communities previously exposed to climate-related hazards, particularly flooding and heavy rainfall events. Within each sampled household, one eligible respondent was selected using the next-birthday method, whereby the household member whose birthday would occur next relative to the date of contact was chosen to participate, ensuring a quasi-random selection within households.  Data were collected using a structured questionnaire in two survey waves (summer 2020 and summer 2021). The study followed a panel design, aiming to re-survey the same households at both time points. A total of 707 respondents participated in both waves and could be matched across survey waves, forming the longitudinal panel sample. The survey was conducted across intervention and control municipalities, with sampling focused on households located in hazard-exposed areas, enabling the analysis of changes in risk perception and adaptive behaviors over time.</universe>
